The Ingham County Board of Commissioners on July 28 authorized the Health Department to accept $60,000 in Street Outreach grant funds from the City of Lansing (Homeless Services) for July 1, 2026–June 30, 2027. The department will use those funds, in combination with Public Health Infrastructure Grant (PHIG) funds, to convert two part‑time positions to full‑time: Position #601043 (Community Health Representative III) and Position #601573 (Pathways/Housing Program Specialist).
ICHD described Position #601043 as providing HIV outreach, opioid use disorder navigation, and outreach to unhoused residents; increasing the role to full‑time increases annual cost from $44,482 (20 hours/week) to $79,602 (40 hours/week). Position #601573 supports housing services (eviction diversion, shelter diversion, SOAR services) and would increase from a part‑time to a full‑time annual cost from $67,535 to $103,900 (salary and fringe). The Board authorized converting both positions effective Aug. 3, 2026 and directed the Controller/Administrator to adjust budgets and position allocations accordingly.
ICHD said it will continue pursuing additional funding sources (e.g., MSHDA ESG and Mid‑State Health Network) and may seek Ingham County Housing Trust Fund dollars to sustain positions beyond grant periods. The Board authorized the Chairperson to sign any necessary documents after County Attorney approval.
