Manistee County committee reviews early-paycheck policy and flags it for possible removal

Julie Griffis, Manistee County HR Generalist, presented the county's Request for Early Paychecks policy and told the Policy/Personnel Committee the policy is old and not currently used. She said the policy's relevance has been reduced by the prevalence of direct deposit and that several provisions could create friction for the Finance Department.
"If a regular payday falls during an employee's vacation, they may receive their check before going on vacation provided the request for advance pay is made prior to the previous payday deadline," reads Appendix A of the manual, which Griffis reviewed for the committee. The appendix also notes that, effective Sept. 17, 2002, direct deposit is mandatory for all new hires.
Committee members discussed how electronic direct deposit speeds funds availability compared with mailing paper checks and identified operational concerns that would need resolving if advance-pay rules remained. The committee did not record a formal vote on removal at the Jan. 9 meeting but instructed staff to further review the policy and its financial and administrative impacts, with the possibility of recommending removal from the manual to the full Board in a future packet.
