The Ingham County Board of Commissioners on July 28 approved budget adjustments recommended by the Controller's Office following the annual review of the county's Financial Reserve Policy. The Board authorized a transfer of $1,127,059 from the General Fund unassigned balance: $600,000 to the Public Improvements Fund and $527,059 to the Budget Stabilization Fund.
Controller staff presented the review, which was based on 2025 year‑end balances and aimed to ensure reserve targets are met to promote stable county operations and preserve credit standing. The Finance Committee recommended the transfers, and the Board approved the change by unanimous roll call. The Controller/Administrator is authorized to make the budget adjustments and transfers required by the resolution (Res. #26‑358).
Board members noted the transfers are intended for infrastructure maintenance and to maintain minimum reserve levels; no new projects were authorized from these funds at the meeting and any future spending will be subject to separate Board action. The Controller will implement the transfers and reflect them in updated budget documents.
