County secures larger MMP grant and authorizes contingency to protect coordinator post during funding delays

The Ingham County Board approved a second amendment to the Materials Management Planning grant with the Michigan Department of Environment, Great Lakes, and Energy (EGLE), increasing the total not to exceed amount to $404,000 to continue development and implementation of the county’s Materials Management Plan (MMP) (Res. #26-300). The amendment is intended to support ongoing consultant contracts and the grant-funded Materials Management Coordinator position.
Separately, the Board also approved Res. #26-296 authorizing an appropriation of up to $31,772.66 from the County Contingency Fund to temporarily cover the Materials Management Coordinator position if grant reimbursement timing or amendment processing causes a funding gap. During discussion, Deputy Controller Jared Cypher and Controller Gregg Todd explained the timing risks and the need to maintain momentum on the state-mandated MMP; Commissioner Schafer questioned the use of general contingency funds for personnel while other members said the appropriation is intended as temporary bridge funding.
