Board approves $4.75 million in Housing & Homeless Millage awards for multifamily development, rehab

The Ingham County Board of Commissioners on June 9 approved Resolution #26-284 authorizing $2.25 million from the 2026 Housing & Homeless Millage and $2.5 million from the 2027 budget to fund six multifamily development and rehabilitation projects. The Board’s action follows a competitive review process and funding recommendations from the Housing Trust Fund committee.

The funded awards include partial funding for larger projects — Washington Apartments, Brightwood Crossing, Churchill Gardens and Jefferson Street Square — and full funding for two smaller projects, Ballentine Apartments and the Willow Transitional House. County materials submitted with the action estimate the awards will produce 234 new housing units and rehabilitate 79 existing units. Agreements will require units to remain affordable at or below 120% of Area Median Income for at least 20 years and prohibit tenant screening practices that rely on a minimum credit score.

County staff said the Emerald Point project previously reserved $1.5 million that became available when the project did not proceed, increasing the pool of funds available for these awards. The Board authorized the Controller/Administrator to finalize contracts and make necessary budget adjustments. The resolution passed as part of the consent agenda by roll call vote.
