Warrensburg has $600,879 in Hawthorne TDD funds but geographic limits constrain their use

City Manager Schrage told council the Hawthorne Transportation Development District (TDD), formed for improvements around Walmart and Cooper Boulevard, holds $600,879 remaining after it was closed out. He said those funds "have to be used for the original purposes of the TDD within the same geographical boundaries and streets" and that the funds are currently invested in MOSIP while staff identifies eligible projects.
Schrage said the TDD money could contribute to work at the Cooper intersection, but that the city also faces a possible $5M share for the Maguire overpass that — under the current model assuming lease financing starting in 2028 — would push CIP balances negative. Staff will check the budget model for potential double-entry of the $5M and pursue alternatives including TDD formation, economic development options and further federal or state grant pursuit after a Build Grant denial.
No formal funding decisions were made at the retreat; staff will verify model entries and return with options.
