Council authorizes third-party force main in utility easement for development

Public Works Director Adlich described Bill No. 07-04-2026, authorizing a third party to locate, construct and maintain a private sanitary sewer force main within a city easement to serve a commercial parcel (referenced in the packet as the location where Dobbs Tire will go by Tractor Supply Company). When asked what a force main is, Adlich explained: "a force main is when a pump is installed to force the sewer to another destination." Adlich added the private 2" line would discharge into a larger 24" gravity line and staff judged it "highly unlikely" there would be pressure issues.
The council passed the bill to second reading and then adopted it; the ordinance will be recorded to create ongoing maintenance obligations for the private owner.
