City Manager Schrage presented the Warrensburg City Council with a proposed FY27 pay plan on July 9 that he said would cost $1.2 million to bring city positions to market rates, with roughly $1.0 million expected to come from the General Fund. Schrage framed the plan as a market-alignment effort based on the Missouri Municipal League Spring 2026 salary survey and an internal slotting method for positions.
Schrage laid out the pay-structure components that underlie the proposal: a target range breadth of 50 percent, a 13-step progression (about 3.44 percent between steps), a 5 percent pay-grade progression, and an annual COLA determined by the Consumer Price Index. He told council the salary survey included data from 35 communities covering 38 job titles and that where survey matches were missing, positions were slotted according to internal relationships.
Council members also discussed agenda procedure. There was consensus to move the public-comment period to the beginning of the agenda after statutory public hearings; Schrage will draft a formal public-comment policy and sign-up procedure for council consideration. Mayor Uhler adjourned the retreat at 2:43 p.m.
