The Box Elder County Commission voted unanimously to approve Agreement #26-07, retaining hearing officer Richard Catten of Catten Law, P.C., to hear certain administrative appeals including employee handbook and land-use matters. Deputy Attorney Anne Hansen introduced the contract, which sets the hearing officer's hourly rate at $250 and requires monthly invoicing with 30-day payment terms.
The agreement text included in the meeting packet describes the hearing officer's independent-authority role and termination clauses. The motion to approve was made by Commissioner Perry, seconded by Commissioner Bingham and carried on a roll-call vote with Chairman Tyler Vincent, Commissioner Boyd Bingham and Commissioner Lee Perry voting yea. The contract language appears in the packet as an appendix and specifies scope, billing, and notice provisions.
