Resident asks to buy county parcel for egress; commissioners direct further review with Perry City
Summary
Daniel E. Carter asked whether he could acquire a county-owned 0.05-acre parcel (03-156-0026) to provide egress for his lot. Community Development staff recommended he coordinate with Perry City; the commission recommended he pursue city approvals before starting the county surplus process.

Daniel E. Carter told commissioners he had been told he could not build on his Perry property because it lacked an egress. Carter showed the commission a map and asked whether he could purchase a small county-owned parcel (parcel 03-156-0026) to create egress. Community Development Director Scott Lyons explained the county surplus-disposal process (including valuation options) and recommended Carter work with Perry City to confirm that purchasing the parcel would address local development rules.
Commissioners advised Carter to resolve the municipal-easement/egress question with Perry City first; if city regulations would allow the change, the county will assist him in starting the surplus-property process and use the county assessor to determine market value. No motion to sell was made at the meeting; the board limited action to direction to staff and the resident to coordinate next steps.
