The Charles City County Board of Supervisors voted to approve a contract with Inboden Environment Services (I.E.S.) for utility management, operation and maintenance. Board Member Michael Hill moved the resolution, which passed with Hill and Chairman Byron Adkins, Sr. voting aye and Vice-Chairman Ryan Patterson voting no.
Several public commenters had raised concerns about contract oversight and the risks of cost‑plus arrangements earlier in the meeting. Resident Dorene Billingsly said cost‑plus pricing “can be unpredictable and costly” and urged the Board to require a comprehensive financial impact analysis, including staffing and cost implications, before approving similar agreements. The Board recorded the contract approval as part of the regular agenda.
