County to act as fiduciary for FY2025 Homeland Security grant; Board authorizes BusPatrol agreement with Holt Schools

The Board authorized Ingham County to serve as fiduciary agent for FY2025 Homeland Security Grant Program funds for Michigan Homeland Security Region 1, a $665,676 award that supports equipment purchases and training to build core preparedness capabilities. The county will sign a contract with the State of Michigan to receive and administer the pass-through grants and will enter agreements with regional partners including Clinton, Eaton, Gratiot, Hillsdale, Jackson, Lenawee, Livingston, Shiawassee counties and the City of Lansing.
In a separate action the Board authorized an agreement enabling BusPatrol America LLC to operate a school-bus stop violation enforcement program in partnership with Holt Public Schools and the Sheriff's Office. County officials said the Sheriff's Office may recover costs for deputy review of alleged violations consistent with law and the agreement. Both items were approved as part of committee recommendations and adopted by the Board.
The grant fiduciary role requires county administration of funds and contracting with region partners; Homeland Security & Emergency Management staff indicated a portion of funds may reimburse salary for the county Emergency Planner for grant administration.
