Willard council approves leave-donation policy, raises rollover limits

The Willard City Council voted to approve Resolution 2024-12, amending the city personnel policy to allow employees to donate sick and vacation leave to colleagues and to increase the annual leave rollover cap from 160 to 240 hours. Council Member Rod Mund moved to pass the resolution with an amendment that donors must retain at least 250 hours of sick leave; Council Member Jake Bodily seconded and the motion carried by roll call vote of the five members present.
Council members discussed clarifications to donation procedures and limits, including safeguards the council said are intended to prevent donors from exhausting their own leave balances. The measure was adopted after council debate over the appropriate retained-balance requirement and will become part of the city’s personnel policy under Resolution 2024-12. The resolution was acted on during the presentations and new business portion of the Aug. 8 meeting and was moved and seconded on the record.
