County administrator previews FY27 budget, highlights Fort Lee opportunities and winter response

Massengill described the county’s response to the recent winter ice event as atypical due to the thickness of the ice, commended first responders and staff for preparation and response, and thanked the public for patience amid trash-collection disruptions. He also said he attended a regional meeting at the Pentagon concerning Fort Lee-related economic development including potential museum enclave district and mixed‑use development tied to data‑center and business expansion. Massengill introduced Frank Haltom as the county’s first engineer and announced a forthcoming partnership with Virginia Tech to conduct an economic base assessment and strategic plan for the county.
