Council approves 358–360 N. Broad infill project with multiple waivers

Council approved a land‑development plan for 358–360 N. Broad Street that will add a twin residential structure behind 360 N. Broad and increase the total rental units at the two properties to eight. Keith Good of CGA Architects presented the application on behalf of applicant John Eccleston and described the project scope, new utility connections and driveway improvements. “The subject property was 358 & 360 N. Broad Street,” Good said while outlining the timeline and proposed changes.
Council discussed site details and landscaping. Councilmember Gattis thanked Eccleston for adding housing but recommended substituting the proposed Zelkova street tree because of prior issues with that species in the borough. The plan was approved with a list of waivers and modifications to the Subdivision and Land Development Ordinance (SLDO) and stormwater requirements, including waivers for preliminary plan application requirements, traffic and wetland studies, reduced interior landscaping (from 5% to 3.4%), a proposed 3‑foot sidewalk in lieu of 4 feet 6 inches, and use of small project standards for new impervious area.
The motion to approve the application with the specified waivers was moved by Gattis and seconded by Horst and carried unanimously.
