The board heard a presentation on a proposed acquisition of a 2.3‑acre waterfront property at 658 Flying Point Road in Water Mill and related shoreline work at Penny Pond.
Jacqueline Fenlon, director of community preservation, said the parcel has significant shore frontage on Mecox Bay (Burnett Creek) and is a rare opportunity to preserve shoreline and restore wetlands. Fenlon reported the town had just received a New York State Department of Environmental Conservation permit on June 30, allowing staff and the consultant (LK McLean) to finalize construction documents. She outlined a bid schedule: anticipated August bid notices, questions due by Sept. 4, and bid opening on Sept. 9; Fenlon said the town hoped to begin construction in early 2027 and that the project includes a low‑sill bulkhead, plantings, meadow restoration, a small parking area and a kayak launch.
A council member recused himself from the item because of a personal connection to the property's owner. The board closed the public hearing and will consider CPF stewardship and acquisition steps in subsequent proceedings.
