Board declines two Round 3 opioid grant applications, asks applicants to revise and reapply

Public Health Planner Jamie Richter reported on the Opioid Settlement Committee's review of grant applications and the committee's financial reports. Richter said the 2025 financials showed net funds of $54,762.62; the 2026 activity through Jan. 20 showed revenues of $4,472.16 and expenditures of $10,017.56. The inception report covered Oct. 18, 2022'026 and listed $346,462.21 committed and $726,465.78 uncommitted funds.
The Committee reviewed Northern Minnesota Addiction Wellness Center application 3.10 and Leech Lake Addiction and Dependency application 3.9 and moved to not fund them as written, recommending applicants submit alternate applications that narrow requests to treatment curriculum and training or provide clearer details on harm-reduction machine use and intake assessment capacity. The Board voted unanimously on the Committee recommendations (mover: Rick Haaland; seconder: Bob Kangas).
