Vanessa Varner, Roscommon County emergency management director, briefed the board on an April 15 local declaration of a state of emergency after heavy rainfall and rapid snowmelt. Varner said the declaration enabled the county to implement its emergency operations plan, access state resources and document infrastructure damage for potential federal assistance.
"On April 15, Chairperson Sancer signed a local declaration for state of emergency... Houghton Lake being 22 inches above level, Lake Saint Helen being 16 inches above level, and Higgins Lake being 8 inches above level," Varner told the commissioners. She said the county had received 100 flood-cleanup kits from DRAW (Disaster Relief at Work) with another 100 expected, encouraged residents to call 211 for damage-assessment support, and said the county was working with the health department and MDHHS to secure no-cost well-water testing where appropriate. Varner also explained that individual federal assistance is available only for primary residences if a federal declaration is approved, which makes the county’s damage-survey documentation important to any request.
