Goldschmidt said the Centers for Medicare & Medicaid Services (CMS) has not yet approved the under‑65 waiver changes related to 2026 rate adjustments and framework service policies; the Minnesota Department of Human Services is targeting April 1, 2026 for approval but provided no definitive timeline. She warned that billing completed before CMS approval may require remediation once framework services are finalized.
Goldschmidt also reported the ongoing UCare MSHO transition: case managers and intake staff continue enrollment work and, as of the meeting, approximately 75% of UCare MSHO members had transitioned to the health plan of their choice.
