County staff report NEMT plan withdrawn; MFIP sanction and ADA changes ahead

Jodi Halvorson provided the board an update on income maintenance and child support operations.
Halvorson said the governor’s original proposal to shift administration of Medicaid Non‑Emergency Medical Transportation (NEMT) to the state has been withdrawn. She also reported that on May 1, 2026, Minnesota Family Investment Program (MFIP) sanctions will change to apply only to the cash portion of grants; however, county system changes to implement the change will not be completed until January 2027, creating interim workarounds for county staff.
On child support, Halvorson said courts must begin complying with the Americans with Disabilities Act (ADA) by ensuring documents are digitally accessible. Child support staff are training to create accessible documents, and PRISM-generated documents will need conversion to accessible PDFs, which will lengthen processing workflows.
