Director of Environmental Services Kurt Schneider presented a staff memo describing new allowances for temporary storage and shipping containers in the 2024 Zoning Ordinance and proposed metrics to monitor enforcement and permit activity. Schneider said the intent was to give the Commission time to evaluate how the new rules were functioning and recommended quarterly reporting of metrics such as number of permits applied for and issued. Commissioners generally supported continuing the monitoring approach rather than immediate ordinance changes.
Commissioner Chris DuBose suggested that "a singular accessory structure for personal use and storage and without the presence of a principal use structure" might be better handled administratively rather than through an Interim Use Permit, while Commissioner Jim McCarthy expressed concern that shipping containers may need greater oversight. The Commission reached consensus to monitor Section 4.19 and directed staff to provide quarterly updates.
