Neighbor objects to Tranquility Ridge expansion, cites trash and parking

At the Aug. 25 administrative hearing for special exception SE-24006, neighbor Candace Barrett (5403 Temple Hill Road) delivered a prepared statement opposing Tranquility Ridge's request to expand from 8 to 16 residents. Barrett said the facility's trash receptacles sit close to her home and on at least one occasion trash spilled onto adjacent lawns during a windstorm; she said her family picked up the debris.
Barrett described the area as a "quiet micro neighborhood" of roughly four homes and said that while the facility's operators were friendly, the proposed expansion raises concerns about increased visitors, delivery vehicles and staff parking. "I am not in favor of granting the exception to expand from 8 to 16," she said. Counsel for the applicant acknowledged the concern and agreed to provide an exhibit showing the receptacle location; Flowers said the facility uses typical residential bins located along the driveway and the applicant would consider operational adjustments.
The examiner asked the applicant to submit an exhibit locating the trash bins; counsel agreed. Barrett also asked whether additional landscaping proposed in exhibit 15 would provide screening; the applicant's planner, Mark Ferguson, testified the landscape plan would add deciduous and evergreen trees and shrubs between the rear of Barrett's house and the facility's parking area to improve privacy.
