Winona County board makes appointments, approves boat-safety grant and schedules recycling contract discussion

At its June 23, 2026 meeting, the Winona County Board of Commissioners made several personnel and program decisions. The board appointed Jordan Potter as Board of Adjustment liaison to the Planning Commission (motion by Commissioner Elsing, seconded by Commissioner Voegeli; vote Yes – 5). Commissioners Elsing and Olson were appointed to the Joint Airport Zoning Board on a separate unanimous motion.
The board also approved the 2026 State of Minnesota Boat and Water Safety Grant Agreement (motion by Commissioner Ward, seconded by Commissioner Voegeli; vote Yes – 5). Separately, the board voted to receive information and discuss awarding the 2027–2031 recycling services contract to Harter’s at the July 14, 2026 Board meeting. Commissioner Ward additionally successfully moved to add to the July 14 Committee agenda a SELCO representative report to clarify how SELCO determines funding. No dollar amounts for the grant or contract were recorded in the meeting minutes.
