Town will establish online preapproved housing-plan program to comply with SB1529

Council members on Jan. 22 directed staff to begin code changes to implement a preapproved housing design plan program to comply with Senate Bill 1529 (2025).
Town Attorney Thomas Benavidez explained the state law requires municipalities either to create standard, permit-ready design plans or to establish a program that maintains an online list of preapproved plans for single-family, duplex, triplex and accessory dwelling units (ADUs). Staff recommended Option B as a less costly approach. Dr. Jim Johnson presented the two options, noting Option A would require the municipality to hire architects and own plan sets; Option B creates an online library where architects can submit plans for municipal pre-review.
The council voted to begin the process of necessary code changes and, in particular, to pursue Option B — establishing a program and online library. The motion was moved by Johann Wallace, seconded by Cynthia Butterworth, and passed unanimously. The minutes do not include a detailed timeline or a funding source for implementation; staff will develop code language and implementation steps.
