Hanover CSB hears housing voucher overview; Executive Director says none currently available

At the Feb. 23 board meeting, Valerie Barracato, joined by Kathy Redfearn, gave a presentation on the Housing Voucher Program covering SRAP and the Housing Choice Voucher (HCV) program, eligibility criteria, application steps and responsibilities for maintaining a voucher.
Following the presentation, Executive Director Ivy Sager told the board that "there are no vouchers currently available to those on the waiting list." Board member Ryan Hudson said he was "shocked as to the length of time citizens stay on the voucher waiting list" and indicated he would follow up with Hanover County Attorney Dennis Walter about whether developer requirements could help address housing availability.
The housing voucher discussion included policy and operational context but did not include a change in local voucher allocations during the meeting. The board recorded no formal vote on housing policy at this session. Staff noted that the FY25 Performance Analysis Report is complete and additional planning materials will be shared with members.
