Town Manager Suzanne Harvey told the council she had submitted a Congressionally Directed Spending (CDS) request retroactively to Congressman Juan Ciscomani and asked permission to submit the same request to Senator Mark Kelly for additional consideration. The requests are for a ladder-style fire engine ($1.3 million requested; staff estimates a local match of roughly $200,000–$300,000, putting the purchase near $1.5 million) and for upgrades to the town’s water meters.
"We need a ladder truck," Harvey said, explaining the town’s current apparatus is nearing the end of its useful life and that loss of capability could affect the town’s ISO rating and therefore residents’ insurance costs. She asked the council to prioritize the fire truck ahead of the water-meter request; the council voted unanimously to approve the submissions and the stated prioritization.
Harvey cautioned that federal and USDA Rural Development processes will apply if funding is awarded and that the town would need to provide a local match, which staff believe can be budgeted across two fiscal years if necessary. The town will return with implementation steps if Congress or the agencies approve the requests.
