Town Manager Suzanne Harvey told the council the Town's procurement code has not been updated in years and that the current RFP threshold—$10,000—now discourages vendors from submitting responses for relatively small projects. Harvey proposed requiring three quotes for smaller projects and allowing the Town Manager to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez supported the update, and Mayor Wallace directed staff to return with an ordinance at the next meeting.
No ordinance was adopted at the March 26 meeting; Council provided direction to prepare draft changes. The proposal would change internal financial authority and the formal procurement process if and when Council adopts an ordinance.
