Short-term rental subcommittee recommends special-use permits; Board to send recommendations to Planning Commission

Supervisor Ryan Cubbage, who chaired the short-term rental subcommittee, reviewed the group's 90-day review of short-term rental issues in Page County. The subcommittee — appointed at the Oct. 6, 2025 work session and including Nina Fox (Director of Economic Development and Tourism), Tracy Clatterbuck (Zoning Administrator I), Cathy Grech (Page County Planning Commission), and Cara Sottosanti (Page County Tourism Council) — reported resident concerns, ties to the Fall 2025 Comprehensive Plan, Transient Occupancy Tax revenue impacts and enforcement challenges.
The subcommittee recommended two regulatory approaches: (1) require a special-use permit (SUP) and supplemental regulations for all short-term rentals except owner-occupied primary residences (which would remain allowed by-right); or (2) require SUPs for short-term rentals in residential districts while allowing by-right use in agricultural and woodland conservation districts with stricter standards. The Board reached consensus that Supervisor Cubbage will present the recommendations to the Planning Commission for further consideration rather than taking immediate regulatory action.
