County adopts revised water and wastewater CIP, officials flag $177.5M funding shortfall

The Clermont County Board of County Commissioners on June 25 adopted revised five‑year capital improvement plans for the county's waterworks and wastewater systems covering 2025–2029 and authorized staff to proceed with preliminary and design engineering.
Lyle Bloom, Director of Utilities, told the board that the plans include projects such as water main replacements, sewer extensions, capacity improvements, lift station and wastewater treatment plant updates. "Funding for planned water improvements totals approximately $65.4 million, and funding for planned wastewater improvements totals approximately $112.1 million," Bloom said, and he added that the combined program shows a shortfall that "may result in fee and rate increases beyond 2025 and the use of Tax Increment Financing (TIF) funds." Commissioners asked whether the estimates account for future price increases; Bloom and Mr. Rowland said the estimates include a price‑increase adjustment.
The board adopted Resolution Numbers 092‑25 and 093‑25 to approve the revised general plans and to authorize the Sanitary Engineer and county staff to prepare plans, perform surveys and investigations on affected properties (after owner notice), and pursue local, state and federal grants or loans where available. The resolutions cite Chapters 6117 and 6103 of the Ohio Revised Code as the enabling authority.
Bloom's presentation and the board's resolutions set the projects in motion but did not approve construction contracts or set final financing terms. Next steps described during the meeting include engineering work, grant applications and later bid advertisements for specific projects. The board took the action by roll call (Commissioner Corcoran Yes; Commissioner Batchler Yes; Commissioner Painter Absent).
