The Clermont County Board of Commissioners on July 16 adopted Resolution 103-25 asking the County Auditor to certify the county’s valuation and revenue for a proposed five‑year levy question on the Nov. 4, 2025 general election ballot. The measure would renew 0.80 mill (eight cents per $100 valuation) and add 0.20 mill (two cents per $100 valuation) to fund children services and care and placement of children, with first collection in 2027.
Dorothy Meier, director of the Clermont County Department of Job and Family Services, told commissioners that “the concern is the cost of child placement, and the projection that the financial reserve will be depleted by the end of the next levy cycle,” citing higher costs for facilities and behavioral and medical care for placements. Meier and staff provided examples of current placements to illustrate those increased costs and requested a renewal plus an increase.
Commissioner Bonnie J. Batchler moved the resolution; Commissioner David L. Painter seconded and the Board adopted the resolution by roll call: Commissioner Batchler, Yes; Commissioner Painter, Yes; Commissioner Claire B. Corcoran, No. The record in the regular session indicates the resolution was adopted and the Board requested the Auditor to certify matters in connection with placing the question on the ballot pursuant to Ohio law.
If certified by the Auditor, the ballot language will appear countywide on the November 4, 2025 ballot and, if approved by voters, collections would begin in 2027. The board did not adopt a final tax rate beyond requesting Auditor certification; final revenue estimates will be provided after certification.
