County weighs GFL contract increase against bringing residential collection in-house

County Manager Thomas Weaver told the July 28 work session that the county's residential solid-waste contract with GFL could increase due to CPI adjustments, raising annual residential costs from about $312,000 to roughly $342,000. "It is not supposed to exceed CPI, cost price indexing, which is 3%," Weaver said, noting the vendor provided a notice three weeks earlier that would take effect in about 60 days.
Weaver said a county-run collection option could reduce annual costs by an estimated $92,000 but would require purchasing at least one truck (which could be financed from SPLOST) and would increase county operational responsibilities. Commissioners asked staff to pull the contract language and return with a detailed cost-comparison and implementation plan before deciding whether to accept the increase or transition to in-house service.
