Councilmember Drum, who introduced the safety package, carried the measures through their third readings. Votes on the ordinances were recorded as carried; one helmet measure (No. 2026‑27) drew two nays (Rockey and Drum) while the other ordinances passed with majority or unanimous support. The ordinances add specific safety rules, clarify that certain low‑speed devices (including electric scooters) fall under the Village's micromobility definitions, and restrict motor-engaged electric bicycle operation on sidewalks in the business area while permitting pedal‑assist operation outside that area when not reckless or negligent. The measures were enacted as emergency ordinances, allowing immediate effect.
