Grayson County to hold July public hearing on $4 rate increase for Grant water customers

The Grayson County Board of Supervisors voted unanimously May 28 to schedule a public hearing in July on a proposed $4.00 increase to the bimonthly rate for the Grant water system. Supervisor C.S. “Sandy” Cunningham moved to hold the hearing; Supervisor Mary E. Dickenson Tomlinson seconded and the motion carried 5-0.
County staff told the Board the PSA (water) fund has historically run a deficit and that the county is budgeting $150,000 while facing a current shortfall of $31,216. Nikkie C. Edwards said Grant’s system serves 29 users, including the school, and that Grant customers are not currently being charged what the county pays Troutdale or Galax; the staff proposal is limited to Grant at this time. Edwards also said the Fairview/Oldtown service from Galax carries a roughly 0.67 higher rate to cover maintenance costs.
Staff said the Virginia Rural Association will conduct a leak survey to determine whether distribution losses are contributing to costs; Edwards noted the county must pay Galax regardless of customer use or system leaks. The Board was told any rate change must be advertised and a public hearing held before final adoption. The next procedural step is the advertised July hearing where residents on the Grant system can comment.
