Rockport School Committee approves first read of Section J policy updates

The Rockport School Committee voted on April 16 to accept clean drafts of Section J policies as a first read, moving the documents to a second read and expected adoption at the May 7 meeting with a July 1 effective date. Chair Kathy Riley said the committee would work with MASC to host the final policy book online and recommended holding the new policies until July to allow leadership teams to complete crosswalks with existing local practices.

Superintendent Mark Branca said the subcommittee and administrative team reviewed multiple student policies and recommended dropping some Rockport-only language that duplicated Massachusetts General Law or district protocols. “JLCDD is called managing life-threatening allergies in schools — that was one that the consultant flagged as a Rockport-only policy… it had some interesting information that might not be factual,” Branca said, explaining the district nurse and counsel recommended removing the entry. Committee members emphasized that operational details (for example, cell-phone rules and dress-code specifics) belong in handbooks rather than policy. Amy Oakes noted the committee used MASC model policies where they align with state law to reduce outdated or inconsistent language.

The committee took a formal first-read motion and voted in favor; the superintendent outlined a process for a second read and formal adoption on May 7, and he recommended a July 1 go-live after technical hosting work and a final crosswalk of edits. The committee did not adopt final policy language at this meeting.
