Waterford approves cooperative paving, milling and guardrail contracts; Quaker Hill prioritized

The Board of Selectmen voted to piggyback on state and Capital Region Council of Governments contracts to award paving, milling, line striping and guardrail work for multiple districts, staff said. Public Works Director Gary Schneider explained the move lets the town adopt large bid specifications and guaranteed prices while saving staff time on writing specs and evaluating bids.
Schneider described a phased approach that starts in District 3 and moves into Quaker Hill as weather and contractor schedules allow. He noted contracts include an asphalt escalation clause tied to the price of oil and that the town will monitor monthly adjustments: “The only clause for this year is that there's an asphalt escalation clause,” he said. Funding for FY26–27 is in place, and board members discussed scheduling, contractor availability and year-two planning. The board approved the cooperative contracting motion and authorized staff to proceed with the phased paving and related work.
