Director outlines DESE tiered focus monitoring and March on-site visit for special education

Anne Marie Lester, the district's director of student services, provided a step-by-step overview of the DESE tiered focus-monitoring process and what Rockport should expect in the coming months. She explained Rockport is in cohort Group B (topics include parent/community engagement, school facilities, licensure, IEP implementation and equal opportunity), and that the monitoring cycle is three years: year‑1 self‑assessment, year‑2 on‑site review with parent surveys and interviews, and year‑3 follow‑up and action planning. "They will visit us in March," Lester said, specifying an on-site window of March 2–6, and she described required documentation and parent‑survey participation.

Lester also said DESE will increasingly provide technical assistance and training, and mentioned a new fiscal audit element focused on IDEA-funded grants (fiscal monitoring) that districts should prepare for in the coming cycle. She described evidence DESE will request (IEP files, meeting invitations, attendance sheets showing regular‑education teacher participation) and outlined an appeals process and supports DESE offers when compliance gaps are identified. Committee members asked whether the committee would participate in on-site interviews (the response: not required) and whether there were outstanding items from the self‑assessment (mostly paperwork uploads; the district is in a waiting phase before the on-site visit).
