Board considers raising Grant water rates to cover PSA shortfall

County staff reported the FY27 Water Fund estimate: revenue $321,000 and expenses $502,216, leaving a projected operating difference of approximately $181,216. Mrs. Edwards said 41% of PSA cost is the county’s purchase of water (from City of Galax for Fairview/Oldtown and from Troutdale for Grant) and recommended aligning Grant customer rates with the county’s purchase price to reduce the transfer burden on the general fund.
Staff noted that increasing the Grant rate requires a PSA meeting and a public hearing; Fairview/Oldtown rates were increased two years ago and are currently stable. The board discussed options including adding a maintenance fee or premium and acknowledged that leak recovery remains a fiscal challenge.
