The county’s tax official briefed the council on June 16 about the certified-tax-rate process and local valuation trends, describing both long-term growth and a recent anomaly in which property values and certified rates both rose slightly.
"Tooele County added an average of 12 parcels a week in 2025 for a total of 659 parcels," the presenter said, noting that new parcels most commonly result from subdivision. The presenter estimated that the revenue generated from the county’s tax rates would be about $15,000,000 and explained several factors that influence certified rates, including property values, collection rates (roughly 90% in the recent reporting period), new growth and the impact of public infrastructure districts.
The presenter described a recent detailed-review cycle of commercial properties and said commercial values may be underreported because of limited sales-data reporting in certain categories; the combination of valuation changes and the loss of some PID-generated ‘‘new growth’’ likely explains why rates edged up slightly this year. The discussion included questions from council members seeking clarification about how the certified rate is calculated and the timing for any fiscal-year entities that consider a tax increase.
What happens next: the county will continue to coordinate with the state tax commission and local entities; any entity planning a tax increase must provide fall notification and it will show up in subsequent tax tables.
