Salem supervisors amend Daniels holding‑tank agreement language after debate

Solicitor Falatovich told the board DEP requires a holding‑tank agreement to be submitted with the planning module; supervisors ultimately voted to change definitive language in the draft that stated the property "cannot" accommodate on‑lot sewage to softer language that it "may not" accommodate on‑lot sewage.
The vote to amend the language passed 2–1, with Supervisors Bob Zundel and Kenneth Trumbetta voting for the amendment and Supervisor Kerry Jobe voting no. Kerry Jobe said he wanted to review a final draft and include the file history so future readers know why decisions were made: "If you are forcing me to vote on an agreement that is not complete and no one read then I have to vote no." Solicitor Falatovich explained the draft would be revised and circulated; applicant James Daniels said, "I don't need to see it. Just put it through Gary." The board conditioned submission on DEP review and accepted the amended language.
