Board awards $102,000 milling/installation contract to Redstone Excavating after tie‑break

Salem Township supervisors awarded the bid for milling, pickup, transport and installation of paving materials to Redstone Excavating LLC on Aug. 20, authorizing work on nine listed township roads for a gross bid of $132,000 and a volume/staging discount of $30,000, bringing the total award to $102,000.
Supervisor Kerry Jobe explained that the tie between Redstone and Hiles Excavating was resolved by evaluating responsiveness and contractor responsibility: "What broke the tie is the prequalification of paving through PennDOT," he said, adding that Redstone has a long list of municipal paving projects across southwest Pennsylvania. The motion passed by majority vote; Supervisors Ken Trumbetta and Kerry Jobe voted for the award and Bob Zundel voted no.
The awarded work covers Rosewood Drive (T604), Charles St (T739), Orr Rd (T623), Hugus Street (T880), Keagy Street (T881), Keaggy Avenue (T883), General Street (no township number), Lomison Street (T668) and Sackett Street (T671). A prior motion on July 16 had held the tied bids; the board required bidders to be both responsive to bid requirements and demonstrably capable of performing municipal road work.
