Planning commission opens public hearing process on proposed data-center moratorium

The Clinton County Planning Commission voted to initiate the process to hold a public hearing on a zoning ordinance amendment to place a moratorium on data centers. The motion, made by Commissioner Jan Motz and carried by roll call, passed unanimously by a 7-0 vote.
"to initiate the process to hold a public hearing for a Zoning Ordinance amendment to place a moratorium on Data Centers," Jan Motz moved, and the commission adopted the motion. County legal counsel Laura Genovich told the commission that the law firm Foster Swift will prepare draft ordinance language for review at the commission's April 9 meeting. The commission did not adopt any ordinance language at this meeting; the vote only authorizes the public hearing process and drafting of language.
The moratorium proposal will return to the Planning Commission for review of the draft language and for scheduling of a public hearing. Members who spoke during the motion emphasized the need to review potential land-use impacts before any further approvals. The commission's next regular meeting is scheduled for April 9, 2026.
