Partners for Clean Streams outlines storm‑drain marking program to meet Ohio EPA MS4 education requirements

Partners for Clean Streams presented its storm‑drain marking program to the Environmental Treaty Advisory Commission on July 27, saying the work both raises public awareness and helps municipalities meet Ohio EPA MS4 permit education and public‑involvement requirements. The executive director described a model in which the nonprofit supplies stencils, paint and outreach materials while volunteers and local schools do the on‑street marking. “All we need are people to show up,” the executive director said, adding that the organization will invoice the city and provide an estimate before work begins.

Commissioners asked detailed questions about stencil size, durability and past practices. The presenter said painted stencils typically last about three years and that older metal medallions tended to be removed by snowplows. The commission discussed whether the service or sewer department could buy paint and supplies internally, and agreed a commission member should coordinate with Partners for Clean Streams and Lucas County Soil & Water to plan a pilot area and volunteer recruitment this fall or next spring. The commission did not make a formal recommendation to council in the meeting but signaled broad support to move forward with planning.
