He said the authority would cover roughly 75 acres related to Trenton Square residential lots and impose a community development charge "in the same amount as the taxes otherwise owed on comparable lots in the City," meaning property owners would not pay more or less than similar lots elsewhere, but the revenue would be collected as a development charge rather than as standard property tax.
Ziepfel described the procedural steps if the council adopts the resolution after a second reading: the City Manager would sign the petition, it would be filed formally with the City, a public hearing would be held, and a board would be appointed to oversee collection and the use of the charges to fund infrastructure and facilities such as roads, sidewalks, utilities and public safety facilities. He also asked council to allow tabling of two annexation-related resolutions until legal descriptions are finalized and the deed recording is confirmed.
