Clinton County delays Phase 1 award for Clinton Trails RFP, issues addendum

The Parks and Greenspace Commission was told March 13 that the Clinton Trails County Park Phase 1 Request for Proposals will be amended to change its timeline and bid-opening location.
Chair Chuck Nelson and Coordinator Kyle Thornton said the addendum will move the final awarding decision from April 30, 2026, to May 31, 2026, and shift the bid opening from the Board of Commissioners boardroom to the Clinton County Courthouse First Floor Conference Room. “An addendum would be going out to reflect a change two changes in the RFP,” Thornton said, describing the revised date and location.
Thornton also reported that the intent-to-bid period closed at 5:00 p.m. on March 13 and that nine consultants had submitted intents as of the meeting start. The commission discussed scheduling a workday in the park before April 15 to clear winter storm debris while avoiding oak wilt risk.
Next steps: staff will issue the addendum and proceed with the revised schedule; the commission did not take a formal vote on award at the meeting.
