Local advocates press board for WCAC finances after approved $45,000 appropriation

Hannah Gianotti of the Windham County Adult Center (WCAC) told the Winhall Select Board that $45,000 approved last year had not yet been received and urged the town to require full financial statements as part of Appropriations. She said the center’s operators have been running services without pay and that the board should review profit-and-loss and revenue-and-expense statements before finalizing funding.
Vice Chair Bill Schwartz and Assistant Clerk Al Bilka responded during the public comment period that the town would seek the documents and check records. Bilka said a check was cut and sent to WCAC on 10/30/25 for $45,000, and staff asked WCAC to send full financials to support future appropriations. Select Board member Stacy Eddy-Gordon said, "We want to get the financials in order to make those decisions," and asked staff to circulate deadlines and submission details prior to the next budget meeting.
Board members and WCAC representatives also discussed other local nonprofit funding requests and a pending WIS request for $30,000; the board emphasized that each organization’s request will be considered on its own merits. Jessica Flannery and other WCAC representatives said they would provide the requested documents before the board’s upcoming budget session.
