The Town of Winhall Select Board reviewed several FY26‑27 budget line items Dec. 3 and approved the creation of a reserve fund for accrued paid time off after Treasurer Deb Avison warned the accrued‑PTO liability could be significant when employees depart.
Avison recommended removing Mountain Valley Health Council from the draft budget because the town had not heard from the organization. She also said STR fines should be moved into a separate revenue line; Christie Boswell estimated the fines line "should be around $5K." The board agreed to note prior education payments to the State and to the Brattleboro‑area supervisory union (BRSU) on the budget pages with an explanatory asterisk. On a motion by Elizabeth Grant, seconded by Stacy Eddy‑Gordon, the board unanimously created a reserve fund designated for accrued PTO to preserve funds if the liability is not immediately used.
Other budget clarifications included a reported reduction in the Fire Truck maintenance line (attributed to Stuart), questions about highway budgeting for older trucks (Trevor Dryden confirmed the line), and a replacement of the Vermont Nursing line with a "My Community Nurse" contract listing Regina Downer. Board members requested written budget notes for packet distribution ahead of Town Meeting.
