Council debates and amends advisory-committee guidelines; final adoption deferred

Bulverde City Council extensively reviewed a proposed resolution and exhibit to create three advisory council committees — legislative, infrastructure and comprehensive planning — debating dozens of guideline items and voting on paragraph-level changes.

Council and staff discussed whether committees should be standing or ad hoc, whether working meetings require agendas, how meeting notes should be handled under the Texas Public Information Act, and when committee contacts with outside entities must be disclosed to the full council. One council member urged transparency around contacts with outside entities that may later have business before council, calling for disclosure to avoid perceived favoritism; staff and other members raised concerns about pre-deliberation communication rules and the First Amendment. Council modified language about committee scope and mission (requiring committees to draft proposed scopes for council approval), clarified chair and vice-chair roles, adjusted staff-liaison responsibilities so working meetings need not always include staff presence, and removed a frequency cap on committee meetings. Several paragraphs were adopted as amended, but council set aside one remaining item for review with the city attorney and postponed final adoption of the full resolution/exhibit to the next meeting.
