Kenmore City Council unanimously adopted Ordinance 26‑0646 to authorize staff to obtain rights needed for a culvert replacement under Northeast 169th Street. Environmental Services Director Richard Sawyer and project manager Andrew Silvia said the existing culvert is undersized, causes nuisance flooding during large storms and was designated a total fish‑passage barrier by the Washington Department of Fish and Wildlife in 2021.
Silvia said the project has reached 60% design and has secured a $750,000 grant from King County to support construction. He described the expected impacts as temporary: staging, in‑stream work and temporary construction easements for three properties, with no need to move buildings or permanently alter driveways. When construction is complete, staff expects required monitoring easements and three to five years of performance monitoring as determined by permits. The ordinance passed after council comments stressing minimal permanent impacts and the project’s environmental benefits.
Next steps: staff will continue voluntary negotiations with property owners, finalize permits and anticipate advertising for bids early next year with construction planned for the following summer.
