Council approves nearly $5M supplemental for wastewater treatment project

The Astoria City Council voted on Oct. 7 to amend the wastewater treatment plant improvement fund after staff reported that current construction bids placed the project cost nearer to $10 million. City Manager Jamie Manser Spence told the council the existing budget held less than $5 million and the award from Business Oregon includes loan and grant components that increase funding by $4,959,232, of which $425,000 is a grant.
The council opened a public hearing on the budget amendment, heard no public comment, and adopted the resolution by roll call. Spence and assistant city staff indicated the budget amendment will be followed by later contract and construction steps and further budget housekeeping to carry project funds across fiscal years.
