Commissioners review salary adjustments and warn budget will dip into fund balance

Bianca (speaker 3), the county budget analyst, briefed the court on the proposed FY2025–26 general fund budget, saying salary adjustments approved Aug. 19 were added and listing position-adjustment totals at $754,696.
She also summarized capital/non-capital items and said the packet (including SB22 funding) produced an approved cap/non-cap figure of $4,951,275.85. Bianca told commissioners that, if the juvenile-transfer figure is included, the county would be dipping into fund balance by a little over $2,000,000—figures she described as a combination of $1,677,002.85 plus the $500,000 add-back for SB22.
Commissioners pressed for detail where numbers appeared lumped. "I just would like to see the $7.47 broken down," said Commissioner Holt (speaker 6), referring to the juvenile/transfer figure presented in the packet. Commissioners requested clearer line-item spreadsheets so they could compare lease versus purchase scenarios and see year-by-year cost projections before approving items that would affect fund balance.
Bianca said the packet includes pivot tables and the supporting spreadsheets and agreed to provide clearer breakdowns at the next meeting. The court made no final budget adoption during the session and scheduled further budget work on Monday and Tuesday.
